Measure Up! Program

The Metro Arterial Performance Measurement Program (known as Measure Up!) evaluated the performance of major arterials throughout Los Angeles County, to provide agencies and stakeholders with a detailed, reliable assessment of service on each part of the network, and to establish a baseline for evaluation of various arterial improvements and investments. The Measure Up! Program is comprised of several performance metric resources available for use:

Measure Up! LOCUS

LOCUS consists of interactive Tableau dashboards containing origin-destination trip visualizations for 2017, 2019, and 2020 - 2023 related to Los Angeles County. The data behind the dashboards is generated via connected devices using location-based services and was originally used to realign the bus network as part of the innovative Metro NextGen Bus Study. The files are available to government agencies, universities, and their consultants.

Measure Up! ClearGuide

Metro is interested in providing a long-term solution to local agencies in assessing travel performance within their respective jurisdictions. After a thorough evaluation of various commercial tools that specialize in providing on-demand analysis of arterial performance, Metro has made an arterial performance measurement tool called ClearGuide available to local agencies and consultants. Measure Up! Workbooks & Reports

Excel workbooks and PDF reports were produced for each subregion in Los Angeles County. These documents report travel performance for major arterials within the subregions. Updates to workbooks and reports will be made on an as-needed basis. The workbooks were last updated to include 2018 travel profile data. 2018 reports are under production.

Historical INRIX Speed Data

Metro acquired historical speed data from 2014-2018 for the Southern California region. To access INRIX speed data, please submit a completed application to Shrota Sharma at sharmas@metro.net.
